Why does Funnel show breakdown steps for a deal when it was never in that step in it's lifetime?

Funnel assumes that deals have gone through all steps in a breakdown field (IE stage / forecast category).  To remove a step from the view, the user would need to use the legend at the bottom of the Funnel.  They would uncheck any steps that they do not want to be part of the Funnel.
